Importing coal from Africa begins with a technically approved product and a documented transaction, followed by a route that meets current origin, transit and destination requirements. There is no universal African export procedure. Tanzania, South Africa and other origins need country-specific checks with the exporter, carrier and customs advisers.

1. Approve the requirement and source

Identify the end use, coal category, quality envelope, metric-ton quantity and receiving destination. Obtain the offered supplier specification and a lot-linked analysis. Verify the seller's legal identity, authority to sell, origin evidence and the source behind any trader. Treat a sample approval as one stage of qualification rather than proof of every future load.

2. Agree a contract that can be inspected

Define quality limits and rejection thresholds, units, analytical bases, sampling methods and the controlling laboratory. State quantity determination, allowable variance and how retained samples will be sealed and used. Include the delivery window, documents, payment milestones, notification obligations and dispute process.

For recurring purchases, specify whether a source change requires reapproval. A contract should not allow a trader to substitute a different origin or blend without the buyer's technical review merely because the headline energy value matches.

3. Confirm documents and customs responsibilities

A working document schedule may include the commercial invoice, transport document, origin evidence, quantity report and certificate of analysis. Additional permits, conformity checks and cargo declarations depend on the route and goods. Ask the broker to confirm the current requirements before shipment; do not rely on a generic website list as legal clearance.

South Africa's SARS exporter-registration guidance is one example of an origin-specific requirement. A Kenyan consignee or a buyer collecting in another country has a different import file. Assign responsibility for every document and for correcting discrepancies before the vessel or truck is dispatched.

4. Coordinate freight and receiving operations

Agree the named Incoterm and place, loading/discharge capacity, inspection point, storage arrangements and final delivery plan. For seaborne bulk coal, the shipper and carrier must assess the applicable IMSBC cargo requirements. The IMO framework addresses bulk-cargo hazards; commodity quality testing does not replace transport classification and safe-carriage documentation.

Can freight be arranged before final quality approval?

Planning can begin, but binding commitments should account for technical approval and source readiness. Otherwise the buyer may incur transport costs for coal the plant cannot accept.

Turn the guidance into a comparable offer

Ask the proposed supplier to separate confirmed information from open items. Record the product, source country, analytical basis, shipment quantity and named delivery point on the same comparison sheet. An offer that omits one of these fields should be clarified before it is ranked against complete offers. Do not treat an indicative market description as an accepted consignment specification.

For a recurring programme, agree how changes in source or quality will be approved and how each delivery will be sampled. Keep technical approval separate from payment and freight approval, then reconcile them in the purchase contract. This helps prevent a commercially attractive offer from bypassing the receiving plant's acceptance conditions.
